You literally didn't hit it, play it at 0.25 of speed, you'll see how the crosshair isn't on the target. It's not a game failure.
i played it at frame by frame the crosshairs weren't on any of them. the first shot i made to the rocket girl she was running into should have hit her but didn't.
I watched it aswell and you were slightly off to the right, you weren't exactly on her body
