Apparently nowadays, when my laptop shuts down randomly or freezes during selecting an agent, I GET A 3 HOUR PENALITY. Please, I need help fixing this. I won't be able to play a match every THREE HOURS, this is unfair.

Also, if this happens often, you should consider finding another (probably non-competitive) game that doesn't punish you for having a faulty device - at least until your issue is resolved. Devs will cater to users with fully working hardware and software, as they are the target audience.
