while first bullet accuracy isnt excellent in this game, generally speaking if you are 100% sure that ur xhair is on a head it should not miss at a reasonable range. not the best example probably, its likely that you just missed. that being said i agree that bloom is far too aggressive and it makes spray transfer somewhat unreliable.
