I've had this issue multiple times. If you are still having this issue you can try re-installing the game to a different hard drive if you have one. Or try re-installing the game in general. -Make sure you completely uninstall the game first before re-installing. I understand that you've tried setting Riot Vanguards AC to automatic. You can try opening cmd as administrator and inputing the following commands.
COMMAND PROMPT:
bcdedit -set TESTSIGNING OFF
bcdedit -set NOINTEGRITYCHECKS OFF
I recommend doing this first before trying to re-install Valorant. (Make sure VGC is set to automatic as well)
After doing this, restart your computer and try and launch Valorant.
