TLDR - You're safe, go for it!
There is zero reason you should/would be banned for this - thousands of Valorant players are likely to own routers which are set with dynamic IP addresses. Many players also switch between routers and hotspots, thus changing their IP addresses. If Riot Games banned Valorant players for playing on different IP's, then a large number of innocent players would be banned.
