New player here, I've been having the exact same issue. I played a couple hours at the end of the last Act as I was trying to get into the game, I had quite some fun so I decided that I would be playing this Act out.
Couple days in, and maybe half of my games are plagued with people that openly say in voice chat / text chat that "theyre boosting the account" or that "theyre throwing to derank".
I'm not very good at the game, but I'm pretty close to un installing because it feels so hard to actually play against people in my own elo. A lot of games I end up top scoring and I can clearly tell the other players arent really good, and some other games you will have a chamber or a reyna dropping 30+ kills because theyre just smurfing on someone's account.
I see no report option to report these people either, so I guess it's just something that RIOT games is fine with. If there was a replay system, I would probably go back and clip the games to put them on youtube.
