How are teams balanced?

So.. I'm writing to you again here because I don't understand this game at all anymore.
Can you explain to me why in a lobby with people of level 180+ the game puts people who are level 13-20? I would understand if they were Smurfs, but they are the last palettes that don't even know how to shoot

The Matchmaking is an absolute clownfiesta. I had from over 30 Rounds exactly 1 which was balances. All other rounds got steamrolled by one team with the other having no chance. Every game you have 2-3 Topfragger, mostly in one team, and everyone else just catches headshots the whole game.
