If the point isn't clear enough: Omen's abilities can only make sense if they are silent (ult and teleport). As now he is just a pubstomper. As Shroud stated, as players get better they will catch him when he is trying to sneak up on them every time. Also, Omen's already low tier, he needs a buff for him to compete with the likes of Sage, Sova, Breach, etc.
