For all ik is that the phantom is better for spraying (easier to control) while Vandal is more of a tap tap tap weapon for precission.
Another difference between the 2 is that Vandar headshot will always result in a kill while phantom at range does not if they have full armor.
When ya picking think this:
Do I want insta kill headshots cuz I know I can land them / will prefer a tap tap tap playstyle rather then spraying (long distance fights) = Vandal
Will I keep my fights mostly close range to medium and a silended weapon can be useful to lurk around the map = Phantom
Ofc at the end of the day it's preference, these are the biggest difference between the 2 if you really wanna pick one out of the 2 to start mastering first since the goal is to always be able to use any weapon at some point
